PFC Barry Winchell -- Murder Investigation Update

On July 19, 1999, Fort Campbell officials announced that Specialist Justin R. Fisher was charged with four offenses related to PFC Winchell's murder. Another soldier, PVT Calvin Glover, was charged with the premeditated murder of PFC Winchell more than a week ago. Fisher was charged with: 1) participating as a principal to premeditated murder by encouraging PVT Calvin Glover to strike PFC Winchell; 2) acting as an accessory after the fact; 3) making false statements to Army investigators, while under oath, concerning PFC Winchell's death; and 4) obstructing the investigation. Additionally, Ft. Campbell officials stated that Fisher's Article 32 hearing, where an investigating officer will present evidence and recommend how the case should proceed, will be open to the public. No date is set for the hearing.
